It is worth building when your customers are UAE nationals or Arabic speaking residents, when you sell into Saudi Arabia or the wider Gulf, when your category has visible Arabic search volume, or when you are in a regulated sector where Arabic documentation is expected anyway.
It is not worth building when your buyers are expatriate professionals who search in English, when you have no way to serve an Arabic speaking enquiry once it arrives, or when the English site is not yet working. A half built Arabic version that nobody can answer the phone for is worse than none.
